This is the point. The government is proactively placing the responsibility on the individual citizen to avoid blame later. In London, when Thames water fails, we’ve seen how long it takes to get bottled water deliveries. Clearly the gov also doesn’t have a storage or distribution network.

This week the critical PHP flaw “php2shell” went public. For me it was a historic moment. The bug had been in the code for about 14 years. According to Wiz, a single researcher found it with AI in about a week. Before, a whole team would have needed months. But this breakthrough was not effortless. As expected, the Labour government has accepted 27 recommendations of a report into #antisemitism in British schools. The report suggests that antisemitism is a major problem, but its solutions are not exactly credible. They focus on killing solidarity with Palestinians, and re-educating children to make them pro-Israel. A key argument for this moral panic is that three out of five Jewish pupils have experienced antisemitism in schools. However, that figure comes from a survey of 5,000 kids, only 92 of who were Jewish. That’s right, the sample size was just 92!
Those 92 kids were asked if they’d personally experienced antisemitism at school and only 70 responded. Twenty-nine said yes—that’s less than one in three of those asked! Only 12% of the kids who responded said they felt antisemitism was a problem at their school and only 2% said it was a big problem. You can count the number of kids who felt antisemitism was a problem at their school with your fingers. Yet the government decided that means antisemitism must be put into its own special category of racism and treated more seriously than the others. You might wonder how the report could get it so badly wrong. Well, let’s take a look at the author, Sir David Bell. He sits on the council of the Academic Group for the Study of Israel and the Middle East—a charity whose main focus is to oppose #BDS. The "tiger test" vs AI. So there is this argument that is being made that companies should be liable because the owner of a tiger is liable for the actions of their tiger even if they attempt to train the tiger and fail. This is an utter fallacy and completely misses the point that a manufacturer isn't automatically liable because a user missuses a tool. A gun manufacturer isn't liable for the murder of an individual with that tool. A manufacturer may be liable for negligence in the product in terms of safety, but that's a very different scenario. It's how the AI is used is the potential danger, not a failure in the design of the product.
That is to say the developer of a AI tool that is purely informational shouldn't be liable for either the misuse of that tool, but they may be liable if that AI tool is used as intended/designed and fails causing injury or similar where said application is inappropriate. Where the line is is effectively inserting AI into everything without consideration for the implementation. If you design a product that incorporates AI to assist with software development a failure in the tool is expected. If you design a product like a vehicle and connect it to AI where the product can't fail, well, then you've been negligent, and as a manufacturer you could be liable. If a software developer uses your AI tool to develop an app and is developing something that could kill and can't that's the developer using the AI tool's fault, not the developer of the AI system the developer used. It's not the breeder of the tiger (aka manufacturer) that is liable in the event the tiger owner is negligent in ensuring the tiger is appropriately handled. Use a car to kill someone it's you who is responsible not the manufacturer.

I love this time of year as everything is still so colourful, but there is a lot less to do than in spring & summer so more time to just enjoy. There are still some flowers left, mainly asters and Rudbeckia, there is also autumn colour from trees such as Parrotia persica, and grasses like Stipa gigantea are adding to the autumn scene.
